The Center for Asylum Protection (CAP) provides free legal aid services to urban asylum-seekers and refugees in Bangkok, Thailand. CAP is a part of the People Serving People Foundation (PSPF), a young and vibrant Thai foundation that is focused on human rights, assisting vulnerable populations, and civil society development in the ASEAN region.

We are currently seeking a Legal Advisor to join our team and provide legal support to individuals navigating the refugee status determination (RSD) process and pursuing durable solutions.

Responsibilities

  • Provide legal advice on UNHCR’s Refugee Status Determination (RSD) and durable solutions processes
    • Maintain a strong working knowledge of relevant legal frameworks, guidelines, policies, and procedures
    • Ensure accurate interpretation and application of international refugee law, human rights law, and UNHCR procedural standards
  • Support refugees and asylum seekers through the RSD process by:
    • Conducting legal screenings and eligibility assessments
    • Drafting detailed client testimonies and tailored legal submissions
    • Collecting, reviewing, and presenting supporting evidence
    • Conducting in-depth country of origin research (COI)
    • Preparing clients for RSD interviews and providing post-interview support
    • Observing RSD interviews
  • Advise and assist clients regarding UNHCR’s durable solutions, including resettlement referrals and voluntary repatriation
  • Maintain accurate and up-to-date client records, case files, and legal documentation in accordance with confidentiality policies
  • Monitor legal and policy developments affecting refugees and asylum seekers at both national and international levels
  • Liaise with UNHCR, NGOs, government agencies, and other stakeholders as needed to support clients’ legal cases and referrals
  • Participate in internal case review meetings and contribute to legal strategy discussions

Qualifications

  • University degree in law (required)
  • Experience providing legal assistance to asylum seekers
  • Strong knowledge of international refugee law, including the 1951 Refugee Convention and UNHCR procedures
  • Familiarity with international human rights law and UN mechanisms related to the protection of refugees and displaced persons
  • Excellent written and verbal communication skills, with the ability to translate complex legal concepts into accessible language for clients
  • High level of professionalism, discretion, and commitment to confidentiality when working with sensitive client information
  • Strong organizational and case management skills, including ability to manage multiple deadlines and priorities
    • Familiarity with digital case management systems (preferably the Microsoft platform)
